İbrahim Kutluay (born January 7, 1974 in Yalova, Turkey) is a Turkish former professional basketball player. He has played as a guard for Fenerbahçe Istanbul, Ülkerspor, and Efes Pilsen in Turkey and also played for AEK Athens and Panathinaikos in the Greek League before going to the NBA's Seattle SuperSonics.
He scored a record 50 points at the Under-22 1996 European Championship against Italy, and also 41 points in a Euroleague match against Cibona Zagreb.
